Programs Officer


The Philippines Partnership for Sustainable Agriculture (PPSA) brings together companies, government agencies, civil society organizations, farmer groups, and financial institutions to empower and link smallholder farmers to the market with the shared goal of improving farmers’ profitability and productivity while increasing the environmental sustainability of their farms.


The PPSA was catalyzed by Grow Asia, and formally launched by the Department of Agriculture in 2015 following commitments made by key players in the Philippine agriculture sector at the Grow Asia Agriculture Forum the year prior. 


Today, the PPSA brings together more than 130 organizations, who collaborate through crop-based Working Groups (i.e., coffee, coconut, corn, fisheries, and vegetables) and cross-cutting Working Groups, (i.e., agri-finance, learning alliance, digital agriculture).


The Programs Officer will work directly with the Programs Manager and closely with the rest of the PPSA Secretariat to support the delivery of program and project outputs, including, among others, project development and monitoring, coordination, and promotion of project outcomes.


This role also provides an opportunity for learning and networking with national and international agribusinesses, development partners, government, civil society organizations, and research institutions. The position also offers a window to gain valuable insights, networks, and experience in building an exciting member-based network of the PPSA, as well as from the vast set of Grow Asia Country Partnerships across ASEAN. 


The Programs Officer will have the opportunity to make a tangible contribution to the sustainable development of the Philippines' agriculture sector, particularly in the areas of women’s economic empowerment and leadership and responsible agricultural investing.


Essential duties and responsibilities:


Project Development and Implementation

  • With the Programs Manager, develop project concepts and research around the PPSA Programs and Grow Asia’s regional flagships;

  • Closely coordinate with the project researchers/consultants for the implementation of the project activities, which may require participation in research efforts, training activities, and community engagements;

  • Provide project management support including the development of monitoring dashboards for project progress tracking and progress reports/updates for submission to Grow Asia;

  • Play an active role in the implementation of PPSA’s gender mainstreaming strategy on women’s economic empowerment and leadership, including the provision of capacity-building activities for members and partners, the conduct of focus group discussions, interviews, case study development, and collection of stories from project sites;

  • Report to the PPSA Programs Manager, and to the Administration and Finance Manager, on all matters relating to project implementation;

  • Initiate and facilitate activities concerning knowledge & information management with partners and the team to strengthen the effectiveness and implementation of programs and lessons learned—this includes the support in the organization of knowledge and learning events; and

  • Represent Grow Asia and PPSA in local and international fora, meetings, and events, as may be requested.


Resource Mobilization

  • Together with the Programs Manager and the Country Director seek potential partnerships for project development; and

  • Assist in the development of proposals as part of the Secretariat’s resource mobilization efforts.


  • University Degree in development, agriculture-related disciplines, research, or any relevant field

  • With at least 2-3 years of work experience in research or project development and management. Experience in agriculture and/or a corporate or member-based organizational setting is a plus

  • Experience in gender and development or women’s economic empowerment is an advantage

  • Excellent communications skills, including fluent written and spoken Filipino and English

  • Excellent organization skills with the ability to work independently, prioritize multiple responsibilities, and meet deadlines

  • Ability to work in a multi-disciplinary, geographically-dispersed team

  • Computer literate and familiar with Microsoft Office and Google Suite

  • Credibility and confidence in dealing with people in senior positions

  • Ability to travel locally or abroad, when needed
